Message from the Secretary of State in charge of Handicrafts and the Social and Solidarity Economy

The Social and Solidarity Economy (SSE) represents today a strategic pillar of the social state as envisioned by His Majesty King Mohammed VI, may God assist Him. It is embedded within a comprehensive development vision that places solidarity, civic responsibility, and social justice at the heart of a new, more inclusive, resilient, and innovative development model.


This sector has emerged as a powerful catalyst for reinforcing social and territorial equity by supporting community-focused economic initiatives, empowering local actors, and enabling the inclusion of women and youth in sustainable income-generating activities that effectively contribute to economic and social development.


It is in this context that the 5th edition of the National Conference on the Social and Solidarity Economy takes place—an essential milestone in the consolidation of this promising sector. It accompanies the ongoing process of drafting a foundational law aimed at establishing solid institutional and legislative foundations, clearly defining the sector’s scope, recognizing the diversity of its actors, regulating governance principles, and strengthening mechanisms for support, certification, and access to public procurement.


Firmly believing in the necessity of involving all stakeholders, we are committed to placing institutional and societal dialogue and consultation at the core of our action, with the goal of shaping a shared vision that affirms the SSE’s role as a fully-fledged sector dedicated to community resilience and territorial justice.


Through the launch of structural projects, support programs, and legal and organizational reforms, we aim to institutionalize this development model within the national economic landscape. With collective intelligence and the full mobilization of all stakeholders, we aspire to make of this moment a turning point in national convergence—firmly anchoring the SSE in Morocco’s economic, social, and territorial transformations.
